The Concordia City Commission approved a bid to replace the roof at Concordia City Hall during its regular meeting on Wednesday, February 21st.

The commission approved the base bid of $24,685.33 from Geisler Roofing & Home Improvement to replace the mansard roof at city hall.  This project includes all the shingled roof areas.

According to City Manager Amy Lange,  shingles and nails are presently loosening from the existing roof and falling to the public sidewalk below, creating a safety hazard.

Work includes removal and replacement of layer wooden shake shingles on all shingled roof sections with 50 Year Decra Stone coated steel shingle or equal, synthetic felt, ice and water shield, and drip edge metal, and all accessories and new materials according to manufacturer specifications.  A 50-year warranty for the shingles and a two-year warranty for labor and installation is also included.

In other action, the commission approved a resolution adopting a new Utility Account Policy for when a utility account must be transferred from a previous resident’s name to the current resident.  City Clerk Stacey Smith says they have never had a policy requiring a new tenant to sign up for utilities in their name if the water has been left on by a previous tenant.  This happens frequently when someone moves without notifying the city, or a landlord asks to keep it in their name because a renter does not want to pay a deposit.  Often, this causes a large bill for the previous resident.  In many cases, someone just forgets to notify the city and they are only able to attempt collection from the account holder.

The new policy is designed to catch delinquent accounts sooner, keeping city utility accounts from running up large balances as has happened in the past.

Before adjourning, the commission also held three Executive Sessions, totaling 35 minutes in length, for Non-Elected Personnel with City Manager Lange and City Attorney Justin Ferrell.
